West Virginia Space Grant Consortium (WVSGC) prioritizes efforts that create and support diverse environments and opportunities for the people who make up our community. Executive Order on Advancing Racial Equity and Support for Underserved Communities Through the Federal Government
On January 20, 2021, President Joe Biden signed Executive Order 13985 on advancing racial equity and support for underserved communities. President Biden followed this action with Executive Order 14035 on June 25, 2021. This order addresses diversity in federal fellowships and internships, and also expands the definition of underserved communities to include those in rural areas, first generation students and professionals, veterans, and others.
We are using these Executive Orders to inform our DEI efforts and to broaden the participation in our programs.
Making Visible the Invisible- Understanding Intersectionality
The Committee on Equal Opportunities in Science and Engineering advises the U.S. National Science Foundation on policies, programs, practices and activities to encourage the full participation of women, underrepresented racial/ethnic populations and persons with disabilities within all levels of the nation’s STEM enterprise.
The committee was established by the U.S. Congress through the “Science and Engineering Equal Opportunities Act” in 1980 to address the problems of growth and diversity in America’s STEM workforce. To learn more about CEOSE and view the CEOSE website, click here.

STEMM Equity and Excellence 2050
STEMM Equity and Excellence 2050: A National Strategy for Progress and Prosperity outlines a vision for building a U.S. STEMM workforce that expands opportunities and reflects the diversity of our nation by 2050. SOA’s partners have made commitments aligned to one or more of the national strategy’s five pillars, foundations, or a strategic communications capstone, each of which has key goals and progress metrics.
The strategy was released on May 1, 2024 at the 2024 White House Summit on STEMM Equity and Excellence, co-hosted by SOA and the White House Office of Science and Technology Policy. The overarching goal of the national strategy is to help 20 million people from historically excluded and marginalized communities enter, contribute to, and thrive in Science, Technology, Engineering, Mathematics and Medical (STEMM) fields.
